I shall appoint forthwith
a Commission to consider this

1. The Harbour-Master (Chairman), 2. The Captain Superintendent of the Police,
3. An Officer of the Royal Navy (to be

by the Naval Authorities). I shall forward to Your
Lordship the Report of this Commission,
so soon as
I shall receive it.
